Forest Rights and Tenure Security
Forest communities should have the right to ownership of the forests they live in and depend on, in order to effectively conserve and manage them, utilise their resources, and have security of livelihood. CPF began work on securing communities forest resource rights in 1996 as an autonomous wing of Centre for World Solidarity. The Joint Forest Management (JFM) was found to be the best way to go about it at the time, and CPF collaborated on it and worked at ensuring just and fair implementation of the JFM, and later the Community Forest Management (CFM), programmes. Alongside, it built the capacities of the communities to handle the rights and responsibilities that came with the programme. While collaborating on J/CFM, CPF participated actively in the campaigns spearheaded by other organisations, for legal rights to communities on the forests they live in and depend on. CPF organised workshops and provided inputs to the draft bill on Forest Rights, Rules and also for the amended Rules. Further the organisation worked on facilitating implementation of individual forest rights claims, pursued till the titles are issued and later worked on addressing the discrepancies in the titles issued. Currently it has been focussing on facilitating convergence with various line departments for enhancing the land productivity of IFR title lands on the one side and continuous efforts towards enabling the communities to have the community forest and community forest resource rights.
